Here at Halloweencostumes.com we've been trying to figure out what the neck ruffle was invented for. Many people have worn it throughout history. Queen Elizabeth rocked a ruffle. Shakspeare wore one too. Then there were all those clowns who've taken over "the ruff" through the years. But why, oh why did it become a fashion accessory?
